I can see the logic, but it wouldn't be going far enough in my opinion:

I would not want to work for someone who smoked... their homes and apartments reek. I think the only way is to assign smokers to work for smokers. The problem is when you don't have enough smoking employees...
This is sad. What really happens to our recyclables:

Every year, the City of Winnipeg's recycling program produces about 3,000 kilograms of glass. However, the glass collected in Manitoba blue boxes ends up in the same place as all the other trash: in the landfill.

Too bad we don't have the correct facilities. Well, at least it's a small step.
Apparently not all panhandlers are bad, but some of the bad apples are really rotten:
