Hmmm... I found a
feedback form on the border crossing I used... do I or don't I use it? On the positive side, the guy may be told to be a bit nicer. But on the negative side, do I risk getting even more bad stuff put on my file? Hmmm.... what would you do?

the name/address stuff is all optional, so if you are concerned they will write nasty stuff on your file, don't put in the personal information. I would definitely leave feedback.
I rather suspect they aren't supposed to use this and plop it into files but worse things have happened.
Go to the library and fill it out there - not from home. :-p
